Chittagong City Corporation Chief Executive Officer has been given a show cause notice for Revenue Evades Tk.40crore

Chittagong City Corporation (CCC) Chief Executive Officer Sheikh Muhammad Touhidul Islam has been given a show cause notice for negligence in his duties on charges of evading Tk 40 crore in revenue by 'scrubbing' two holdings in the city.

Mayor Dr. Shahadat issued the notice on Monday (October 27) to show cause within 15 working days. The notice states that in the annual assessment of holding number 515/A/594 of ward number 41 of Chittagong City Corporation, the field book was reduced from Tk 25 crore 67 lakh 4 thousand 750 to Tk 5 crore 67 lakh 4 thousand 750 in the 2017-2018 fiscal year. It was finally determined at Tk 58 lakh through the Review Assessment Board.

In addition, in holding number 318/331 of ward number 38, the field book has been reduced from 26 crore 38 lakh 19 thousand 250 taka to 6 crore 38 lakh 19 thousand 250 taka by erasing. The final tax was fixed at 2 crore taka through the Review Assessment Board. Due to the erasing of this assessment, the Chittagong City Corporation has been deprived of revenue revenue to a large extent.

A review of the documents shows that the matter of irregularities was raised with the authorities on May 28, 2023. Until September 5, 2025, no steps were taken to submit a prompt investigation report on the complaint, identify the culprits and cancel the assessment review of the said holding and reassess the tax. Due to this, the Chittagong City Corporation has been deprived of huge revenue revenue and it has not been possible to punish the culprits in time. This is clear evidence of negligence of duty based on Section 62(2) of the Local Government (City Corporation) Act, 2009.

After the Chief Executive Officer left the workplace for training on September 6, the authorities have accepted the investigation report through proper supervision. Action has been taken against the accused and instructions have been given to re-review the said assessments and assess the tax.

The review of the documents has shown that the corporation has been deprived of a large amount of revenue due to not taking any action for a long time. Therefore, the matter of negligence of the Chief Executive Officer in his duties is clear based on Section 62(2) of the Local Government (City Corporation) Act, 2009.

The Chief Executive Officer has been directed to show cause within 15 working days of receiving the notice regarding such negligence of duties.
