ECNEC Approves Two Major Housing Schemes for 2024 Movement-Affected Families; 2,364 Flats to Honor Sacrifices

The Executive Committee of the National Economic Council (ECNEC) has approved two major government housing initiatives designed to rehabilitate families affected by the 2024 Anti-Discriminatory Student Movement.

Project 1: Housing for Injured "July Warriors": To construct housing for families of "July warriors" who permanently lost the ability to work during the 2024 movement. NHA land adjacent to Mirpur DOHS, 1,560 residential flats across 15 buildings (14-storey with basement), Flat Details- Each flat is 1,250 sq ft. Cost & Funding: Tk 1,344.4142 crore, fully government-funded. Timeline: July 2025 to June 2029. Key Features: Bed and passenger lifts, 1000 kVA substation, solar systems, fire hydrant systems, and CCTV.

Project 2: “36 July” Residential Complex: To provide permanent housing for families of students martyred during the movement, 5.08 acres of NHA-owned land in Mirpur Section-14, Dhaka North City Corporation, 804 flats across six 14-storey buildings and twelve 10-storey buildings. Flat Details: Each flat is 1,355 sq ft. Cost & Funding: Taka 761.1607 crore, entirely government-funded. Timeline: January 2026 to December 2029. Key Features: Earthquake-resistant design, basement/ground floor parking, passenger and bed lifts, substations, and generators.

Planning Adviser Dr. Wahiduddin Mahmud confirmed the separate timelines based on the nature of support required. He noted that supporting the permanently disabled is more straightforward, while providing permanent housing to the families of the deceased involves complex legal considerations regarding inheritance rights, which the government will address through an established, approved policy framework to ensure fairness and legal consistency.

The Planning Commission emphasized that both projects aim to honor the sacrifices made and provide stability and dignified, secure accommodation, reflecting the nation's gratitude.
