Arrears Process and Implementation Updates

Although the 9th National Pay Scale is scheduled to take effect from July 1 government employees are currently receiving salaries under the old structure because the official notification is still pending. Once the administrative and legal processes are complete employees will receive their accumulated arrears starting from July.

Finance Ministry sources confirmed that preparations are in the final stages. However official implementation requires several formal steps including Cabinet approval, legal vetting by the Law Ministry and the publication of a Statutory Regulatory Order (SRO) in the government gazette.

Finance and Planning Minister Amir Khasru Mahmud Chowdhury stated on Wednesday that the Pay Commission's recommendations will soon be presented to the Cabinet. He clarified that the new salary structure is unrelated to the International Monetary Fund (IMF) loan program and expects the official notification to be issued shortly.

Despite these assurances the IMF has reportedly expressed concerns. Observing Bangladesh’s lagging revenue growth against rising expenditures on subsidies and social security the IMF warned that introducing a new pay scale now could create additional financial risks amid continuous inflation. The organization has suggested postponing the pay scale for at least two years.

Sources indicate that a final decision on the pay scale's implementation timeline may be heavily influenced by upcoming discussions regarding a new IMF loan program this October.
