China has called for the reconstruction of Gaza to be based on the principle that “Palestinians should govern Palestine,” while urging respect for the sovereignty of Middle Eastern countries and a return to a two-state solution to the Palestine-Israel conflict.
Chinese Vice President Han Zheng made the remarks during the general debate of the 81st session of the United Nations General Assembly. The UN’s general debate was held from September 22 to 26, with an additional session scheduled for September 28.
On the Middle East, Han said the sovereignty of countries in the region, including the Gulf states, must be respected.
He said reconstruction in Gaza should move forward in line with the principle that “Palestinians should govern Palestine.” He also called for a return to the path toward a two-state solution.
China has previously expressed the same position. In August, Chinese Permanent Representative to the UN Fu Cong said at a UN Security Council briefing that governance of the West Bank and post-war reconstruction in Gaza should follow the principle of “Palestinians governing Palestine.” He also reaffirmed China’s support for the legitimate national rights of Palestinians and a two-state solution.
Han also stressed the central role of the United Nations in the international system.
Calling for the post-World War II international order and the foundations of international law to be upheld, he said international disputes should be resolved through dialogue. He opposed unilateral military actions that violate the UN Charter or bypass the authority of the Security Council.
Han said major countries have a special responsibility to safeguard global peace and security. In his view, major powers should comply with international rules, uphold the rule of law and take the lead in maintaining peace and security.
China’s position on Palestinian governance in Gaza is also consistent with a recent UN framework that envisages Gaza and the West Bank being reunited under a single legitimate Palestinian government as part of a pathway toward Palestinian self-determination and a two-state solution.
