


Bangladesh Jamaat-e-Islami Secretary General and former Member of Parliament Prof. Mia Golam Parwar on Saturday urged the government to establish a Constitutional Reform Commission during the current parliamentary session, saying further delays could lead to unnecessary political instability.
Speaking as the chief guest at a seminar titled "July Charter: Challenges and Prospects for Building a New Bangladesh," organized by the Gazipur Metropolitan unit of Bangladesh Jamaat-e-Islami at the PTI Auditorium in Gazipur, Parwar said swift implementation of the July National Charter is essential to meet public expectations.
He said consensus had previously been reached on implementing the charter's 84 reform proposals, with 47 requiring constitutional amendments and the remaining 37 to be enacted through executive orders or new legislation. However, he alleged that despite public commitments to the charter, political appointments in the administration, local government and constitutional institutions continue, contradicting the goals of the July movement.
Presenting the keynote paper, Supreme Court senior lawyer Advocate Mohammad Shishir Monir said the Constitution is intended to ensure an effective balance among the judiciary, legislature and executive branches. He added that the Supreme Court has the authority to declare unconstitutional any decision that violates the Constitution.
Monir also said the people are the ultimate source of state authority and argued that implementing the July Charter would help establish a more accountable, participatory and balanced system of governance.
The seminar was chaired by Prof. Muhammad Jamal Uddin, Amir of the Gazipur Metropolitan unit of Bangladesh Jamaat-e-Islami and a member of the party's Central Executive Council. It was moderated by Salahuddin Ayubi, Member of Parliament for Gazipur-4 (Kapasia).
