


US Senators Bernie Sanders and Alexandria Ocasio-Cortez have introduced legislation calling for a federal pause on the construction of AI data centres until national safeguards are implemented.
The bill aims to protect workers’ rights, civil liberties, and the environment while ensuring AI development does not pose “existential threats” to society. Sanders highlighted that lawmakers are lagging in understanding AI’s impact, while Ocasio-Cortez cited risks such as mass surveillance and deepfake proliferation.
The push comes amid widespread public concern over AI and environmental issues caused by data centres, which consume significant electricity and water. Research shows at least 36 data centres were blocked or delayed between May 2024 and June 2025, affecting $162 billion in investment. Polls indicate 57% of US voters believe AI risks outweigh benefits, and only 26% hold a positive view of AI.
Despite growing public debate, the bill faces challenges in Congress, where Republicans control both chambers. Critics, including Democratic Senator John Fetterman, argue the moratorium could allow China to lead in AI development.
Meanwhile, the Trump administration recently released a national AI framework advocating faster AI deployment while introducing safeguards for children, energy use, intellectual property, and free speech.
