


Russian President Vladimir Putin arrived in New Delhi on 4 December for a two-day state visit to co-chair the 23rd India-Russia Annual Summit with Prime Minister Narendra Modi. Putin received a highly visible and warm welcome, with Modi greeting him with a handshake and embrace at Palam Airport before the two leaders departed together in the same vehicle.
The capital was placed under extensive security arrangements involving the Delhi Police, SPG, and Russian security officials, with the airport route featuring flex boards, Russian flags, and enhanced surveillance.
The central focus of the visit is the annual summit, where officials anticipate the signing of more than 10 inter-governmental agreements and over 15 commercial Memoranda of Understanding (MoUs). Key areas earmarked for cooperation include Trade expansion, Healthcare and fertilizer cooperation, Shipping, agriculture, and connectivity, Mobility of skilled workforce
PM Modi expressed his delight on X (formerly Twitter), calling the India-Russia friendship "time tested" and beneficial to both peoples.
Ahead of the summit, both nations emphasized the strength of their relationship. Indian Defence Minister Rajnath Singh noted that India-Russia defence cooperation is "moving at a healthy pace" despite global instability, also mentioning progress toward a potential Free Trade Agreement with the Eurasian Economic Union. Similarly, Russian Defence Minister Andrei Belousov referred to ties with India as a "time-proven friendship" based on mutual respect.
Putin's first engagement was a private dinner with PM Modi, setting the stage for wide-ranging structured talks on the "special and privileged strategic partnership." Discussions are expected to cover defence cooperation, energy security, trade, emerging sectors, as well as global geopolitical issues, Eurasian developments, and the Indo-Pacific.
The visit includes a state banquet hosted by President Droupadi Murmu, and Putin is also scheduled to launch the Indian edition of the Russian international broadcaster RT.
Friday's schedule involves a customary tribute at Rajghat to Mahatma Gandhi, a ceremonial welcome at Rashtrapati Bhaban, and the main structured summit discussions at Hyderabad House. Following a working lunch, Putin will address the India-Russia Business Forum to promote private-sector investment before concluding his trip with a final state banquet and departure around 9:30 pm.
