LGED Transfer Policy Violated Executive Engineer Posted to Home District

In an apparent violation of the Local Government Engineering Department's (LGED) new mandatory transfer policy, newly promoted Executive Engineer Jahanara Parvin has been posted to her home district of Tangail.

On Sunday (July 19), Mohammad Ali, a contractor from Tangail Sadar Upazila, filed a written complaint with the Local Government Secretary seeking immediate redress. The controversial transfer was authorized by an office order signed by acting LGED Chief Engineer Md. Belal Hossain on July 16.

A July 2 notification from the Local Government Department established strict guidelines for the transfer and posting of field-level officers. Articles 1(a) and 1(e) explicitly state that officers holding key field positions, especially Executive Engineers, cannot be posted or retained in their own or their spouse's home district under any circumstances.

Local sources confirmed that both Parvin and her husband, Md. Shamsul Bari—who is also a local contractor—hail from Raktipara village in Tangail’s Madhupur Upazila. Despite the July 2 circular mandating her immediate transfer to another district, the July 16 office order retained her in Tangail.

The contractor's petition highlights that allowing a top-level official with significant financial and policy-making authority to operate in their home district creates a high risk of nepotism, collusion, and favoritism in government development projects.

Addressing the issue, Mohammad Abul Kalam Azad, Assistant Chief Engineer at the LGED Chief Engineer's Office, stated that all transfers must strictly follow established rules. "If there are any irregularities, necessary action will be taken after a thorough investigation," he assured.
