The Cabinet Committee on Government Purchase has approved two proposals to procure six cargoes of liquefied natural gas (LNG) from BP Singapore Pte Ltd and QatarEnergy Trading LLC.
The approvals were granted at the committee’s 51st meeting of 2026, held virtually on Saturday under the chairmanship of Finance Minister Amir Khasru Mahmud Chowdhury.
According to the Cabinet Division, two proposals from the Energy and Mineral Resources Division were presented at the meeting. After discussion, the committee recommended approval of both proposals.
Under the first proposal, the government sought approval to purchase five LNG cargoes directly from BP Singapore Pte Ltd under Section 68 of the Public Procurement Act 2006 and Rule 99(2) of the Public Procurement Rules 2025. The proposal also sought permission to purchase additional cargoes, if necessary, subject to mutual agreement between the two parties.
Under the proposed pricing arrangement, LNG would cost US$0.17 less per million British thermal units (MMBtu) than the Japan-Korea Marker (JKM) price. BP Singapore Pte Ltd was identified as the recommended bidder.
The second proposal sought approval to purchase one additional LNG cargo from QatarEnergy Trading LLC on a government-to-government (G2G) basis under an existing long-term contract. The cargo is scheduled for December 20, 2026.
The proposal calls for purchasing the cargo at a price different from that specified in the existing contract. Under the proposed arrangement, LNG would cost US$0.10 less per MMBtu than the JKM price.
QatarEnergy Trading LLC was identified as the recommended bidder for the second proposal.
