


The government will implement the Ninth Pay Scale starting this July, aiming to increase the basic salary of government employees by 50% in stages. However, with the rollout of this new structure, the existing ‘special benefits’ for employees will be canceled.
Currently, government employees in grades 10 to 20 receive a 15% special benefit, while those in grades 1 to 9 receive 10%. Under the new framework, these allowances will be absorbed directly into the new base pay.
According to Ministry of Finance sources, this integration means the actual net salary increase for employees will be 35% for grades 10 to 20, and 40% for grades 1 to 9.
The Finance Minister addressed the upcoming changes during the post-budget press conference for the 2026-27 fiscal year. Acknowledging the financial pressure on public servants, the Minister stated, "There has been no new pay scale for a long time, while the cost of living has increased. We will definitely look at that aspect."
