


Prime Minister Tarique Rahman announced on Saturday that the government is implementing a clear five-year plan to transform Bangladesh into a safe and attractive destination for global investment and manufacturing.
Speaking at the inauguration of the three-day international conference Bay of Bengal Conversation (BOBC) 2026 at the Pan Pacific Sonargaon Hotel in the capital, the Prime Minister emphasized moving directly from commitments to action. The conference, organized by the Centre for Governance Studies (CGS), brings together over 1,000 delegates from more than 100 countries to discuss geopolitics, trade, technology and climate resilience.
"Our priorities are to protect national interests, maintain policy continuity, ensure economic stability and execute institutional reforms," Prime Minister Tarique Rahman stated with adding that long-term policy certainty remains vital to investor confidence.
Social Welfare and Education Reforms
Highlighting grassroots support, the Prime Minister detailed the rollout of targeted social safety programs, including the "Universal Card" system to consolidate welfare benefits. Under this framework the mothers will receive direct financial assistance via the Family Card while specialized cards will connect farmers to incentives and guarantee citizens healthcare access. To strengthen primary health services, the government plans to recruit 100,000 health workers 80 percent of whom will be women.
In education, the government aims to modernize learning by moving beyond certificates toward practical skill development. Initiatives include expanding vocational training, introducing a third language in schools, providing free uniforms and mid-day meals, and extending free education for girls up to the graduate level. To leverage Bangladesh’s demographic dividend, the government is prioritizing artificial intelligence, language training, and tech start-ups to "turn brain drain into brain circulation."
Rural Economy and Environmental Vision
Terming agriculture the cornerstone of national progress, the Prime Minister outlined plans to ease access to irrigation, finance and export markets. Over the next five years, the government will excavate 20,000 kilometers of canals and waterways, advance the Padma Barrage project and implement the Teesta master plan to strengthen water security.
To address environmental challenges, Bangladesh plans to plant 250 million trees in five years, expand solar energy and promote eco-friendly industries noting that Bangladesh already hosts 53 of the world’s top 100 LEED-certified green factories.
Rohingya Crisis and Regional Cooperation
Addressing global obligations, the Prime Minister reiterated Bangladesh's host burden of 1.2 million Rohingya refugees. He called on the international community for continued support while emphasizing that the ultimate solution lies in their safe and dignified return to Myanmar.
Closing his address, the Prime Minister reaffirmed Bangladesh's commitment to regional partnership and peaceful dialogue, positioning the Bay of Bengal as a crucial bridge for global trade and shared prosperity.
